Mid of SNDS officials hugging and kissing, waiter with champagne, officials drinking champagne STORYLINE: The Bosnian Serb Prime Minister said on Sunday that the first unofficial results from the country's presidential poll showed that the candidate of the ruling Union of Independent Social Democrats (SNDS) had won. Addressing supporters at the SNDS headquarters in Banja Luka, Milorad Dodik said "We have won and here is the new president of Republika Srpska, Dr Rajko Kuzmanovic. According to unofficial results we have won 46.5 per cent of the vote." Speaking on Sunday, Kuzmanovic said "this is the victory for democracy and victory for Republika Srpska." Analysts predicted a win by Rajko Kuzmanovic, 76-year-old candidate of the ruling SNDS who had the support of Prime Minister Milorad Dodik. Out of the 1.1 million (m) eligible voters, only around 36 percent showed up at polling stations to chose among 10 candidates for the presidency of Republika Srpska, one of two ministates that make up Bosnia and Herzegovina. The peace agreement that ended Bosnia's 1992-95 war divided the country into two ministates - the Republika Srpska and the Bosniak-Croat Federation - each largely autonomous, with its own president, parliament, police and army. The two are linked by a central government, a parliament and a three-member presidency. The president holds a largely ceremonial post, but has the power to propose the candidate for prime minister and can take the mandate away if he has the support of a parliamentary majority. Kuzmanovic's most serious opponent is Ognjen Tadic, aged 33, from the Serb Democratic Party, founded by fugitive war crimes suspect Radovan Karadzic. Tadic got 33.28 percent, according to early estimates. Since 1995, almost all the once ethnically divided government institutions in Bosnia-Herzegovina have been merged, like the army, in which Serbs, Muslim Bosniaks and Croats serve together. Bosnian Serbs held out for years against giving up their separate police force, fearing it might lead to the loss of their separate territory within the country. But last month its leaders agreed to a compromise deal, which foresees an eventual merger of police to stave off bigger reforms, and to allow the country to push on toward European Union membership.
