Kirkpatrick Senior Fellow for National Security Studies Max Boot discusses the concept of terrorism for “Interrogation Policy” and other CFR Model Diplomacy case studies. Boot examines the origins of terrorism, starting with the Sicarii in first-century Judea. He also traces the signature weapons of terrorists through the ages, from daggers and dynamite to guns and suicide bombs. He says all terrorists have a political or religious agenda and are weak by definition, as they cannot hope to defeat their enemies using traditional military force. Terrorists attempt to weaken the resolve of their enemies by sending a message through the use of violence. Boot discusses today’s terrorist landscape, suggesting that the primary terrorist threats confronting the United States and the world today stem from Islamist groups. These groups operate in an arc of instability stretching from West Africa to Central Asia and including North Africa and the Middle East. Boot explains that they use the internet not only to publicize their attacks, but also to recruit and train. He concludes that combating Islamist terrorism at its source requires a more modern ideology in the Muslim world to counteract the poverty and repression that foster extremism. Building this, however, is a long-term project in which the United States has little influence.
