Jain had set up a creative team of 24 architects for the PWD through a detective agency in 2017 which had come under the CBI’s scanner. AAP workers alleged that the raid was retaliation against the Delhi government’s decision to put a cap on profits of private hospitals by announcing the new “Rate Capping Policy”.
