The list on the video is not the overall Index but is only based on the “Personal Security” index. According to the report, the outputs of the personal security, for example, are: • Prevalence of petty crime • Prevalence of violent crime • Organised crime • Level of corruption The report also says: “...those (cities) trying to reach the top of this pillar face different challenges. For Hong Kong and Tokyo, corruption and organized crime are still a problem, although they are typically better than in most other index cities.
