Initially, tactical or "Battlefield" nuclear weapons were used for command and control centers, logistical hubs, troop concentrations, or significant features like bridges where you might only get one shot at a target. But now, most of the targets previously reserved for nuclear weapons can now be struck more efficiently with smart munitions. Tactical nuclear weapons still have a theoretical role in creating a gap in enemy lines and then exploiting that gap - but Russia does not have the troops to perform this kind of maneuver. Since tactical advantages are few, but the strategic consequences are plentiful, I don't envision either side using tactical nuclear weapons.
