In 1.12 they can be run on singleplayer and multiplayer servers, but in 1.13 - they require multiplayer collaboration. For Minecraft 1.15.2 - its even easier - no need for chunkloading, portal lag caring and invisibility fixes for guardians allowing to use invisibility potions to avoid guardians completely.
