It’s not surprising that payers prefer electronic transmission of medical claims. Electronic submission is more efficient, less ****e to error, and much faster than a paper-based process. But for many providers, the investment in an electronic system – both in terms of money and time – just doesn’t make sense. Luckily, payers understand this, and they allow exceptions to the electronic filing rule. Some exceptions are based on the type of claim being filed. We won’t cover these here, as most providers filing those claims are already aware of their status. The exceptions we’ll cover here are based on the types of providers who are filing a claim. The exceptions in this case are based on provider size, and the volume of claims they file. First let’s talk about size. In a nutshell, small providers are allowed to file paper claims. “Small,” in this case, is defined in two ways. One applies to providers who file Medicare Part A claims, and the other applies to those who file Medicare Part B or DME claims. Providers who file Medicare Part A claims tend to be facilities like hospitals and clinics. If you are in this category and have fewer than 25 full time employees, you are likely eligible to file paper claims. Providers who file Medicare Part B or DME (Durable Medical Equipment) claims tend to be independent physicians or small health services organizations. If you are in this category and have fewer than 10 full time employees, you are likely eligible to submit paper claims. Now let’s talk about claim volume. Providers of any size who file a small number of claims may also be eligible to file paper claims. Large providers who submit fewer than 10 medical claims on average per month may be eligible to file paper claims. For providers who fit into one of these exceptions, claims can be submitted to payers on the CMS 1500 paper form (previously known as the HCFA 1500). Paper claims contain the same data fields as electronic claims because the electronic data set is based on the form. Happy billing!
