ℹ️ Ghaziabad Influential Zone and Special devlopment area
The Duhai depot-cum-station of the Regional Rapid Transport System (RRTS) has now been included into the transit-oriented development (TOD) zone. With this, the total number of rapid rail stations under the TOD zone has increased to eight from seven.
Earlier, seven rapid rail stations-Sahibabad, Ghaziabad, Guldhar, Duhai, Muradnagar, Modinagar South and Modinagar North-were incorporated under the government's TOD Policy 2022. But in a recent meeting in Lucknow, NCRTC officials made it clear to the UP government that Duhai would serve as a depot as well as a station from where passengers will board and deboard, TOI has learnt.
"This led the Ghaziabad Development Authority (GDA) to include the Duhai depot-cum-station in its TOD zone. A survey will soon identify the area to be included in the TOD zone," said an official.
TOD zone refers to 1.5km of area on both sides of the RRTS corridor, which, declared as influence zone, will see the maximum development.
In September last year, the UP government came up with the TOD policy. The incorporation of the TOD zone will result in higher floor area ratio (FAR), which will be increased between 33% and 50% of the base FAR of 1.5. In developed areas, the FAR will be 4; and in still-to-be developed areas, it will be 5. The increased FAR is likely to fuel vertical growth, i.e., more floors will be allowed in the multi-storey buildings, in the influence zone.
As of now, 650 hectares along Sahibabad RRTS station come under the TOD's influence zone, 477 hectares along Ghaziabad station, 818 hectares along Guldhar, 720 hectares along Duhai, 376 hectares along Muradnagar, 938 hectares on both sides of Modinagar South and 688 hectares along Modinagar North RRTS station.
The NCRTC intends to recover the project cost, which is over 30,000 crores, through various means by 2054 and five heads have been identified through which the project cost will be recovered. These include stamp duty, external development charge (EDC), FAR, purchasable FAR and developing the 1.5km radius into a commercial hub.
According to one estimate, about Rs 1,500 crore of revenue is expected annually from the TOD zone, which will be divided equally between the GDA and NCRTC.
