Kennedy in Palm Beach and brief him on Eisenhower's plan to overthrow Castro. In March 1960 a top-secret policy paper was drafted entitled: "A Program of Covert Action Against the Castro Regime" (code-named JMARC),Kennedy was given a copy of the JMARC proposal by Bissell and Dulles. According to Bissell, Kennedy remained impassive throughout the meeting. He expressed surprise only at the scale of the operation. |
