The speech — his fourth time addressing a joint session — comes as Biden faces scrutiny for his handling of the Israel-Gaza war and immigration and concerns about his age ahead of the 2024 election. House Speaker Mike Johnson (R-La.), alongside Vice President Harris, will preside over the address. Shortly after Biden’s address, Sen. Katie Boyd Britt (Ala.) will give the Republican response.
